Here's the 6 different Part Numbers with pics of what you get when you buy that number.

An Item #15 , Part No 92138946 (White Pushpin with black female body underneath).
is identical to an Item #11, Part No 92139032 (White Pushpin)
PLUS
an Item #14, Part No 92139033 (Black female body).

That diagram is slightly wrong. The #11 & #14 shown, should both be #15's, as (4) in a row are required. Also, the #13 red/blue is not shown on the passenger side, but 1 is required on both the passenger and driver sides.

Is 92138811 the piece that holds on the panels to the left and right of the radio?

No.
The side panels for radio and also the long wedge shaped pieces on either side of the lower centre console are held with round white clips Part No 90459628.
